About Us
Mosswood Park Church of God continues to be a beacon of light and a ray of hope in the community. If the community could speak it would say: “For I was an hungred, and ye gave me meat: I was thirsty, and ye gave me drink: I was a stranger, and ye took me in: Naked, and ye clothed me: I was sick, and ye visited me: I was in prison, and ye came unto me.”. Matthew 25:35-36. Praise God for the compassion, love, obedience and leadership of His servant, Pastor Vernel Warren. In October 2020, after 62 years of pastoring at Mosswood Park, Pastor Warren was elevated to Pastor Emeritus. Rev. Doctor Daphyne Brown became Senior Pastor and Rev. Cleve Brown, Associate Pastor. Praise God for His power, provision and promises that undergirds and sustains this ministry in Stockton, CA.
Mosswood Park maintains a feeding program as well as counseling with plans to expand to neighborhood support groups to assist our community during these extraordinary times. We strive to help and assist all who enters our doors.

Pastor Staff

Rev. Dr. Daphyne Brown,
Senior Pastor
Rev. Dr. Daphyne Brown is Senior Pastor of Mosswood Park Church of God. She is a woman of God, called to promote spiritual and psychological health and wholeness through praying, preaching counseling and teaching. Her purpose and passion lie in leading, inspiring, supporting and encouraging God’s people to discover and live in the purpose for which they exist. As the youngest daughter of the late Rev. Drs. Otis F. and Johnnie M. Brown, she is proud to come from a family called by God to spread the gospel. Her mother, an internationally renowned evangelist, along with her father pastored for more than 50 years within the Church of God. While on the Ministerial staff at Mosswood Park, Dr. Brown served as Associate Pastor of Landmark Ministries in Oakland, CA. Rev. Brown has also served on the ministerial staffs of Bethany Baptist Church and Allen Temple Baptist Church in Oakland, California. Dr. Brown is the founder of Center of Healing and Wholeness in Oakland, CA. COHAW is a faith based non-profit organization focused on the needs of the whole person, mind, body, and spirit. COHAW educates and supports the needs and concerns of women and families while encouraging them to find their voice, gifts, and purpose. Dr. Brown is a Pastoral Counselor and the Past Pacific Regional Chair for the American Association of Pastoral Counselors. In this position she joins an international organization in promoting and encouraging the integration of spirituality and psychology. Reverend Dr. Brown earned a Bachelor of Arts degree from the University of San Francisco, a Master of Divinity degree from American Baptist Seminary of the West and a Doctor of Ministry degree with an emphasis in Pastoral Care and Counseling from San Francisco Theological Seminary. Daphyne believes that she can truly “do all thing through Christ who strengthens her,” and lives in that manner each day. I can do all things [which He has called me to do] through Him who strengthens and empowers me [to fulfill His purpose—I am self-sufficient in Christ’s sufficiency; I am ready for anything and equal to anything through Him who infuses me with inner strength and confident peace.] (Philippians 4:13 AMP)

Rev. Cleve Brown,
Associate Pastor
Reverend Cleve Brown has been a member of Mosswood Park Church of God for 26 years. He has been preaching the gospel for 23 years. Raised in the Church of God he gave his heart to the Lord at a young age. Rev. Brown was ordained by Pastor Vernel Warren. Rev. Cleve has worked at Mosswood in outreach helping serve food in the community. Rev. Cleve also works in the church in any capacity were needed. Rev. Cleve is currently Pastoring, All Nations Church of God in Isleton. Rev. Cleve enjoys being able to give his testimony and share the word of God. Trust in the Lord with all thine heart; and lean not unto thine own understanding. In all thy ways acknowledge him, and he shall direct thy paths. (Proverbs 3:5-6) Rev. Cleve is married to Loretha Brown for 25 years and has 4 children and 6 grandchildren.

Dr. Rose
Owens-West,
Executive Pastor
Dr. Rose Owens-West has served in multiple church and parachurch leadership capacities. Dr. Owens-West is also a highly experienced educator and education consultant, working with the U.S. Department of Education, and providing technical assistance and training to state education agencies and local school districts throughout the United States. Formal Education Doctor of Philosophy, Education Administration and Policy Analysis Stanford University Master of Arts, Education Administration and Policy Analysis with emphasis in Organizational Studies, Stanford University Master of Arts, Anthropology and Education University of Illinois at Urbana-Champaign Bachelor of Arts with Distinction in Anthropology Rhodes College, Memphis, Tennessee Ordination Dr. Owens-West was ordained at Landmark Restoration Christian Fellowship in Oakland, Ca as an Elder Teacher in August 2015. Rev. Kimberly Heidelberg, Pastor, and Rev. Dr. Daphyne Brown, Associate Pastor, officiated. Summary of Professional Experience in Education Administration Dr. Owens-West retired from WestEd, an educational service agency. As Senior Program Director, she served as the Co-Director of the Western Educational Equity Assistance Center, a federal center authorized under the Civil Rights Act . The center served 13 western states, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. She led equity projects for the Region 15 Comprehensive Center serving AZ, CA, NV and UT. Previously at WestEd, she served in leadership roles for several other federally funded centers, including Director of the Region IX Equity Assistance Center and the Smaller Learning Communities Technical Assistance Center and as Associate Director of the California Comprehensive Center. She also served as Co-Director of the California Multiple Pathways Feasibility Study. She has directed numerous other federal and state-funded projects at WestEd and worked collaboratively with agencies across the country. Throughout her professional career, Dr. Owens-West worked with multiple federal programs including ESEA Title I, Neglected and Delinquent, Indian Education, Smaller Learning Communities, Comprehensive School Reform and Demonstration programs, and Title IV of the Civil Rights Act. During her tenure at WestEd, Dr. Owens-West has worked primarily in California, Arizona, and Nevada, working with the state departments of education, 11 of the 15 largest districts in California, Clark County School District (NV), Tucson and Paradise Valley school districts (AZ) in addition to numerous suburban and small rural districts across the three states. Before coming to WestEd, Dr. Owens-West worked at RMC in Mountain View, CA, assisting nine western states with school improvement. Prior to that she worked for the Illinois State Board of Education. In her first role, she evaluated district programs throughout the state including Chicago and East St. Louis Public Schools (IL). She later became the Executive Assistant to the Deputy Superintendent of Schools, representing the State Superintendent on statewide committees and serving as staff to the State Board’s Policy Committee.
Church History
Established in 1946
In the year 1946, Reverend and Mrs. Charles Oliver were living in Fresno, California, when they felt the call to come to Stockton and start a work. Upon arriving in Stockton, they started having church services in their home and continued through 1958. It was during this time that Brother Oliver’s health started to fail him, and he felt a need to have someone else carry on the work that he started. Brother Warren’s sister, Ladell Williams, was living in Stockton at the time and worshipped with Brother Oliver. She informed Pastor Warren of Brother Oliver’s desire to have a younger person carry on the work that he started. Pastor Warren came down and looked things over and went home and prayed about it.
In 1958, the church was still meeting in the home and at that time, there were only two families, the rest were Sunday School kids. In October 1958, Pastor Warren officially became Pastor of Mosswood Park Church of God.
In March 1959, a one-bedroom house was purchased at 2620 South Lincoln which was used as the meeting place. As God continually added to the church, there was a need to add on. In 1969, this property was purchased and with the help from Kingdom Builders and volunteer labor, work started on this building, which was completed in 1972.
